Hidden Foster Care: The Human Impact of Bypassing Foster Care for At-Risk Children

This webinar brought together national experts, including the author of the recent law review article America’s Hidden Foster Care System, to explore the impacts of the practice of bypassing the juvenile court for children at risk of entering foster care by encouraging relatives to care for the child/ren outside of foster care.

Panelists discussed the impacts of these practices through the lens of child safety, preventing unnecessary parent-child separations, access to funding and services, due process protections for the parent and the child, legal permanency, and health care and educational decision-making authority. Presenters also shared recommendations to address these issues in California, developed through a series of focus groups, surveys and policy summits that occurred over the last year.
