On October 28, 2025, the California Office of Administrative Law (OAL) approved the permanent regulations for the Transitional Housing Placement Program for Nonminor Dependents (THP-NMD). The regulations became effective on January 1, 2026. The THP-NMD program had been operating under Interim Licensing Standards (ILS) since the program’s creation following the passage of Assembly Bill

(AB) 12 (2010). These permanent regulations contain new protections for young people

applying to, and participating in, these programs. This webinar will provide a refresher on the elements of extended foster care and placement options for nonminor dependents, a summary of

the licensing structure and rules for THP-NMD, highlight select provisions of the new regulations, provide an overview of community care licensing complaints, and helpful resources.
