The importance of having an Education Rights Holder (“ERH”) for each foster youth will also be explored, including a description of an ERH’s legal responsibilities, who can and cannot legally hold education rights, and how to work with ERHs who are unresponsive to district needs. A tool to notify child welfare or probation personnel when ERHs are unreachable will be reviewed.
