“We still find ourselves with far too many children living on the streets, couch-surfing, in and out of homeless shelters,” said Leecia Welch, deputy litigation director at New York-based Children’s Rights.

Creating Better Child Welfare Systems
At the Alliance, we partner with policymakers to identify opportunities to reform and improve our child welfare systems and promote stability, equity, and justice for young people throughout California.
We’re delighted to share that four bills that were sponsored and co-sponsored by the Alliance recently moved to the Governor’s desk for consideration. If approved, this important legislation will help more young people and their caregivers access vital supports and the services they need to thrive. Governor Newsom will sign or veto these measures by next Friday.

It is an honor to share with you the Alliance for Children’s Rights’ 2021-2022 Impact Report.
Our deepest gratitude to our partners and supporters who empower us to transform the world for young people. Your commitment enables us to focus on meeting the urgent needs of youth and families overcoming trauma and injustice, and to create opportunities for healing and growth. This year, we advocated for nearly 5,500 children and young adults impacted by foster care, and trained over 7,600 community partners.
Children's Rights Organizations Across the Country File Supreme Court Amicus Brief Supporting ICWA
The Alliance partnered with 30 other organizations to file an amicus brief in an important U.S. Supreme Court case, Haaland v. Brackeen. This case, which the Supreme Court will hear in November, involves a constitutional challenge to the Indian Child Welfare Act (ICWA) brought by the state of Texas and several individuals. Children’s rights advocates argue that ICWA is not only constitutional, it is essential for safeguarding the rights and interests of Indian children.
The Adverse Impacts of Hidden Foster Care on Children and Families of Color
“Hidden foster care” is an increasingly common and informal arrangement in which relatives are encouraged by child protection agencies to bypass juvenile court and care for children outside of formal foster care. In hidden foster care cases, families do not receive the resources, financial supports, legal protections, safety checks, and pathways to family reunification that agencies are required to provide in formal foster care.

In an ongoing effort to address the disproportionate representation of children of color in the child welfare, special education, and school discipline systems, the Alliance for Children’s Rights Education Program recently published a series of articles examining educational disparities through a racial justice lens, proposing individual and systems-level solutions. Reduce Number of Child Protection Service Families Required to Pay for Foster Care
Parents who witness their children removed to foster care often refer to that day as their darkest. For some, separation from their children is felt as a deep punishment. In California and other states, we make matters worse. An obscure policy requires many parents to pay for their children’s stay in foster care. Based on the accumulated evidence, that law should be abandoned.
